Plan has been working in China since 1995 with current operations focused in rural communities across Shaanxi Province, Ningxia Hui Autonomous Region, Yunnan Province and other rural locations across China. Our work is carried out in close coordination with Chinese government partners with current our long-term partners being the Shaanxi Women’s Federation, Ningxia Foreign Affairs Administration, and Yunnan Women and Children Development Center.

Key Responsibilities:
主要职责：
• To coordinate PU level surveys and studies for planning and evaluation purposes. These include coordinating Annual Participatory Program Review, Baseline survey, data collection , Specific Program evaluation and research activities and information sharing;
• 协调项目办公室层面规划、评估、调查和研究活动。包括参与式项目年度回顾，基线调研、数据收集、具体的项目评估和研究活动以及调查研究结果的分享；
• To identify monitoring, evaluation and research needs for each program by working with Program Team, Community and Partners and monitoring their implementation;
• 与项目人员、社区和项目伙伴一起确定项目监测评估和研究的需求并跟踪监测其实施情况；
• To provide ME-related technical support to program teams, communities and partners with specific PO;
• 根据PO，向项目人员、社区和项目伙伴提供监测评估相关的技术支持；
• To maintain all Plan-developed monitoring and evaluation tools, techniques;
• 维护国际计划相关的监测评估工具和技术；
• To accomplish other job-related tasks assigned by the Supervisor.

Competencies and Qualities:
能力与素质要求:
Bachelor’s degree or above in English, Public Administration, Social Science, Development Studies or related fields;
• 学士或以上学历，英语、公共管理、社会学、发展学或者相关领域专业；
• Over two years NGO working experience, over one year PME working experience;
• 2年以上NGO领域工作经历，1年以上项目监测评估工作经验；
• Good understanding and sensitivity to issues associated with children rights, civil society, gender equity, poverty, hunger and environment;
• 对儿童权利、公民社会、性别平等、贫困、饥饿和环境等问题有良好的理解；
• Proficient in Chinese mandarin and English, both spoken and written;
• 良好的普通话和英语口头和书面表达能力；
• Good at organizing and facilitating activities such as trainings and workshops;
• 善于组织和协调各种培训和研讨会等活动；
• Computer proficient in word processing, spreadsheets, presentation tools, e-mail and internet;
• 计算机操作和应用熟练；
• Knowledge of quantitative and qualitative analysis;
• 有定性分析和定量分析的相关知识；
• Ability and willingness to work with flexible schedule;
• 能适应有弹性的工作时间；
• Ability and willingness to travel extensively to the poor rural areas;
